NBI Nabs NAIA Immigration Officer in PHP 40,000 Per Passenger Trafficking, Illegal Recruitment Racket

Philippines – An immigration officer stationed at Ninoy Aquino International Airport (NAIA) Terminal 1 is now in custody after the National Bureau of Investigation (NBI) tied him to an illegal recruitment and human trafficking operation targeting Filipinos bound for Thailand. Agents made the arrest during an interdiction sweep held on September 11 to 12.

According to a news report, the case began with a single complaint — one hopeful jobseeker who sensed something was wrong and reached out for help. That decision cracked open a wider scheme.

How the Scheme Worked

The complainant said she was recruited through Telegram for a customer service representative post in Thailand, with a promised salary of up to P50,000 a month. When she tried to pull out, she was allegedly pressured to hand over P20,000 in processing fees.

Investigators say the operation didn’t stop at recruitment. Passengers with incomplete travel documents were reportedly waved through the immigration counter — with the officer allegedly pocketing P40,000 for every traveler he let slip past.

What the NBI Found

  • The arrest happened during an interdiction operation at NAIA Terminal 1.
  • Four other potential victims were rescued during the same operation.
  • The network allegedly funneled Filipinos into Thailand-based jobs, including customer service roles.
  • The investigation into the wider group and other possible victims is still ongoing.

Officials Speak

NBI Director Atty. Melvin Matibag traced the case to that first complaint, explaining that a careful build-up exposed how recruiters moved under-documented passengers through the airport.

He was blunt about the stakes for public servants who abuse their posts. When someone uses a government position to help push potential trafficking victims out of the country, Matibag stressed, that person answers to the law.

The Charges

The NBI is pursuing several possible violations against the officer:

  • Anti-Trafficking in Persons Act
  • Anti-Graft and Corrupt Practices Act
  • Code of Conduct and Ethical Standards for Public Officials and Employees

Separate cases are also being recommended against four alleged illegal recruiters linked to the group.

What This Means for OFWs

For Filipinos abroad and those still dreaming of working overseas, this case is a hard reminder to stay cautious. Verify every job offer, question upfront fees, and lean on official channels before committing to any recruiter. Your safety matters more than any promised paycheck — and you’re never alone in checking before you leap.
