A PHP1.295 billion Special Allotment Release Order (SARO) has been approved by the Department of Budget and Management (DBM) for the Department of Education (DepEd) to meet the funding needs for modernizing the electrical systems in on-grid schools across the country and electrifying schools that are not currently powered.
How Is The Allocation Of Public Funding Done?
The following main steps are involved in the process of allocating or authorizing funds for use by government entities:
- Individual agencies prepare their proposed budgets or estimates of expenditures for the upcoming year and submit these to the DBM in required budget forms, adhering to previously established baseline figures, guidelines, and timelines;
- Before DBM technical review panels, agencies defend specifics of their proposed budgets;
- DBM compiles all agency budget proposals into the President’s proposed budget before sending it to Congress;
- Agencies testify at separate hearings held by the House of Representatives and the Senate over the specifics of their proposed budgets for inclusion in the General Appropriations Bill; and
- The General Appropriations Act (GAA), also known as the General Appropriations Bill, is signed into law by the President.
Special Allotment Release Order (SARO) Salary Increase
SARO is a specific authorization granted to one or more designated agencies to incur liabilities for the stated purpose within a certain timeframe and up to a predetermined sum. It will reimburse expenses whose release is conditioned upon a separate clearance or approval from an appropriate authority.
Directions For Giving Performance-Based Bonus To Department Of Education Officials And Employees
This DepEd Order seeks to provide a set of rules that link organizational and individual performance to personnel incentives in a methodical, believable, and fact-based manner. It also recognizes and rewards exceptional achievement in order to promote meritocracy and teamwork.
All DepEd offices and schools will follow the procedure, framework, and standards for awarding Performance-Based Bonuses (PBB) when assessing the effectiveness of each staff member and delivery unit and setting the appropriate level of employee incentive based on the degree of accomplishment of their targeted outputs.
All provisions found in DepEd Orders and other related issuances, rules, and regulations that conflict with these principles are hereby repealed, withdrawn, or altered appropriately. Upon its issue, this policy will go into force right away.

You can now check SARO releases online with government agencies like DepEd. Ensuring accountability in the allocation of public monies, it is designed to be transparent in its issuance. Furthermore, because SAROs that are not yet online are still awaiting Department evaluation, it eliminates the need for government agencies to manually follow up on their SARO requests from the DBM.
What is the DBM SARO Viewer?
A web-based tool called the DBM SARO Viewer makes it easier for approved Special Allotment Release Orders (SAROs) to be released digitally and sent straight to recipient agency authorized users.
Who Has Permission to Use It?
- DBM Users have restricted access to their designated coverages.
- Representatives from other oversight agencies or authorized users.
- As permitted, budget officers and/or colleagues from DBM client agencies.
How to Register?
Step 1: At https://apps.dbm.gov.ph, authorized users can access the DBM apps portal 1.
Step 2: On the Login page, click on the 2 “REGISTER NOW” button.
Step 3: On the 1st Account Registration Page, fill in the “Analyst’s Email” field with…
- email address provided by the DBM Analyst/Specialist concerned for authorized users from other agencies outside of DBM
- email address given to users from DBM and other oversight bodies by the DBM Information and Communications Technology Systems Service
Step 4: On the 2nd Account Registration Page, enter the pre-defined coverage via the dropdown 4 selections, then click submit.
Step 5: Wait for the confirmation message 5 on completed registration.
Step 6: Wait for the email notification on the approval of the newly-registered account sent to the email address entered during the registration 6 process.
Step 7: Validation of the Head of the DBM Bureau/ 7 Service/Office of the registered account.
DBM SARO Viewer’s Instructions For Downloading SARO
Step 1: Log in to the DBM Apps Portal at https://apps. dbm.gov.ph/login using the user’s registered account
Step 2: Locate and click the “SARO Viewer” icon on the application portal
Step 3: In the upper right corner of the SARO Viewer dashboard, select “Downloads” and then “SARO.”
Step 4: Click “Retrieve” to refresh the list of SARO
Step 5: After locating the desired SARO from the list, click on its corresponding action button represented by the “gear” (⚙️) icon, and select “Download” from the dropdown
Step 6: Fill in a one-time password (OTP) which will be sent to the agency’s registered email address
Step 7: Input and submit the OTP in the Downloads Page’s pop-up screen
Step 8: Download the digital SARO after the OTP is confirmed.

Rationale
The PBB award to DepEd is intended to establish education targets and commitments within the five (5) Key Result Areas (KRAs) outlined in EO No. 43, s., and to encourage improved performance and increased accountability. and the 2011–2016 Philippine Development Plan (PDP). In the end, it aims to provide financial incentives to each employee according to how well they perform in meeting the standards for the outputs associated with their roles.
Considering the aforementioned, the purpose of this Order is to create a PBB system that will allow for the objective, standardized, and verifiable evaluation and motivation of DepEd employees and delivery units.
