The Department of Migrant Workers (DMW), together with the Overseas Workers Welfare Administration (OWWA), has recently launched a new digital welfare monitoring system. Dubbed as the “Kumusta Kabayan” mobile app, it aims to help monitor and ensure the safety and well-being of all overseas Filipino workers (OFWs) around the world.
DMW Secretary Hans Leo J. Cacdac said that the new app provides OFWs with a direct line for getting help, especially since they are highly valued as the country’s “Bagong Bayani” (New Heroes). Through this app, OFWs can connect directly with the DMW for assistance.

OFW Guide to Using “Kumusta Kabayan” App
Based on a press release from the Philippine Information Agency (PIA), DMW Secretary Cacdac explained the reason for creating the “Kumusta Kabayan” mobile app, stating that:
“Gusto nating maipadama sa bawat OFW ang kanilang kahalagahan bilang Bagong Bayani ng ating bansa dahil tayo mismo ang direktang tatawag sa kanila upang mangamusta, at siguraduhin ang agarang tulong sa kanilang pangangailangan (We want every OFW to feel their importance as the New Heroes of our country, because we [DMW] will be the one to call them directly, to check on their condition, and to make sure that their immediate needs are being met).”
Uses of Kumusta Kabayan Mobile App
The “Kumusta Kabayan” mobile app is connected to a shared communication system that includes OFW registration and membership, along with case management and welfare reports.
Using the new mobile app, OFWs can do the following:
Answer “Kumusta Kabayan” Survey
Through the app, OFWs can share updates on their employment status, working conditions, and living conditions. They can also indicate whether or not they receive timely and proper salaries.
Contact DMW and OWWA Hotlines
The mobile app features an extensive list of DMW and OWWA hotlines, including the 1348 emergency number, which is available 24 hours a day, seven days a week. It also provides the contact information of Migrant Workers Offices (MWOs) abroad as well as DMW Regional Offices in the Philippines.
Through these hotlines, OFWs can immediately report emergencies, welfare concerns, or job-related issues.
Request Support from DMW AKSYON Fund
Using the “Kumusta Kabayan” app, OFWs can request support from the DMW AKSYON Fund, which provides legal assistance, financial assistance, repatriation, and reintegration assistance.
