Philippines – A Cavite-based recruitment agency is now in hot water with Philippine authorities after inspectors found dozens of overseas job applicants packed into unsafe, unsanitary lodging while waiting for deployment.
What Investigators Found
According to a report from the Department of Migrant Workers (DMW), Samantha Manpower Recruitment Agency Inc. is facing criminal and administrative charges over serious violations tied to how it housed its OFW applicants. The case came to light after four workers filed a complaint, which was later aired on the program Raffy Tulfo in Action.
When the DMW’s Migrant Workers Protection Bureau stepped in, the findings were grim. A total of 37 applicants were crammed into a small, two-story apartment that had never been declared to authorities.
Inspectors described the conditions firsthand:
- Dark, tight, and dirty living spaces
- An apartment crawling with insects
- A single toilet shared by everyone inside
- No registration or authorization as an accommodation facility
Some applicants had been stuck there for a long time, still waiting for their deployment. Many had little choice but to stay, even as the conditions kept getting worse.
Closures in Pasay and Cavite
On June 6, 2026, the DMW moved to shut down the agency’s accommodation facilities in Pasay City and Imus, Cavite. The decision followed the bureau’s verification of the complaints and its on-site inspection.
The shutdown also exposed another major problem. The agency’s license had already expired on May 13, 2026, meaning it was operating without valid authority well before the raid took place.
Charges Being Prepared
The DMW is now putting together the cases it plans to file against Samantha Manpower. These include:
- Running an unauthorized accommodation facility
- Violating welfare standards set for OFWs
Officials made clear that housing workers in undeclared, substandard quarters puts their safety and dignity at risk, and the agency will be held accountable for it.
Help for the Affected Workers
While the legal process moves forward, the DMW didn’t leave the displaced applicants on their own. All affected OFWs were endorsed to the Overseas Workers Welfare Administration (OWWA) for immediate support.

- Other aid they may need while their cases are sorted out
