Philippines – Overseas Filipino workers now have a clearer path to skills training, certification, and stable livelihood after four major government agencies signed a landmark agreement to boost reintegration support.
What the K2K Initiative Covers
The Kaalaman Tungo sa Kabuhayan (K2K) Initiative is a new government program built to help OFWs move forward after their contracts abroad end. According to an official announcement from the Overseas Workers Welfare Administration (OWWA), the program was formally launched through a Joint Memorandum Circular that streamlines how returning workers connect with the services they need.
The initiative sets up a clearer system to identify what each OFW requires and match them with the right programs. Its scope includes:
- Skills training and assessment
- Competency certification
- Employment facilitation
- Livelihood development
- Upskilling and reskilling opportunities
The goal is simple: expand what OFWs can do and improve their chances of landing work or building a business back home.
The Agencies Behind the Program
The Joint Memorandum Circular was signed by the heads of four agencies working together. The signing was led by Department of Migrant Workers (DMW) Secretary Hans Leo J. Cacdac, joined by:
- Department of Labor and Employment (DOLE) Secretary Francis N. Tolentino
- Technical Education and Skills Development Authority (TESDA) Secretary and Director-General Jose Francisco “Kiko” B. Benitez
- OWWA Administrator Patricia Yvonne “PY” M. Caunan
Through the agreement, the DMW, DOLE, TESDA, and OWWA will tighten coordination across their programs. That means faster, easier access to services that help OFWs find jobs, start livelihoods, and settle back into the country.
Reintegration as Social Protection
OWWA Administrator Caunan stressed that reintegration goes beyond simply bringing a worker home. For her, it is about making sure OFWs have real opportunities to keep growing.
“For OWWA, reintegration is not simply an exit/return program. Reintegration is social protection. It is how we ensure that an OFW’s journey does not end with the expiration of an employment contract, but continues through new opportunities, renewed hope, and a future they can build with confidence,” she said.
Alagang OWWA STEP-UP Program
Rolling out alongside the K2K Initiative is the Alagang OWWA STEP-UP Program. This companion program gives OFWs access to skills training, competency assessment, certification, and lifelong learning options to widen their career and livelihood prospects.
The K2K Initiative supports President Ferdinand R. Marcos Jr.’s directive to strengthen reintegration programs and open more doors for OFWs and their families.
