NBI Arrests Caloocan Mother for Online Child Exploitation, Six Minors Rescued in HSI-Linked Raid

Caloocan, Philippines – Authorities have arrested a Filipina in Caloocan City accused of selling live online sexual abuse of her own children to a foreign national. The June 4, 2026 raid freed six minor victims and marked another win in the country’s fight against child trafficking.

According to a press release from the National Bureau of Investigation (NBI), the operation was carried out by its Human Trafficking Division (NBI-HTRAD) under the directive of NBI Director Atty. Melvin A. Matibag to step up efforts against human trafficking.

How the Case Began

The case traces back to a referral from the United States’ Homeland Security Investigations (HSI). While serving a search warrant against an American national, HSI agents found videos and photos containing Child Sexual Abuse Material (CSAM).

The disturbing content showed a Filipina woman with two minors believed to be her children. Investigators later learned the woman had been paid by the American to arrange and stream the live sexual abuse of her kids.

HSI then handed over its evidence to the NBI, including:

  • Videos and images flagged as CSAM
  • Financial records tracing payments from the American national to the suspect

The Surveillance and Arrest

Acting on the HSI tip, NBI-HTRAD ran its own surveillance to verify the claims and pin down the exact locations of the suspect and the victims. The information checked out.

Agents then secured a Warrant to Search, Seize, and Examine Computer Data (WSSECD) from the Regional Trial Court Branch 123 in Caloocan City. The warrant cleared the way for the raid.

On June 4, the suspect was arrested at her Caloocan residence. The operation rescued six minor victims and fell under Republic Act No. 11930, also known as the Anti-Online Sexual Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act.

The raid pulled together several agencies and groups working side by side. Joining NBI-HTRAD were:

  • NBI Digital Forensic Laboratory (NBI-DFL)
  • DOJ-IACAT
  • NCC-OSAEC-CSAEM CTIPOD
  • Caloocan City Social Welfare and Development Office (CSWDO)
  • Two non-government organizations

Director Matibag praised his agents for the swift arrest and rescue. He stressed that the NBI remains firm in its mission to shut down trafficking networks and shield vulnerable Filipinos, especially children, from abuse.
