DMW Cebu Turns Over Php615,000 to 41 Returning OFWs Under Reintegration Program

Philippines – Forty-one Overseas Filipino Workers from Cebu Province walked away with more than just cash last week. They left with a plan for what comes next.

What Happened

On August 18, 2026, the Department of Migrant Workers Regional Office VII (DMW RO-VII) handed out a total of Php615,000 in livelihood assistance to 41 returning OFWs at its Cebu City office. According to a press release from DMW RO-VII dated August 19, 2026, the funds came through the Enhanced Livelihood Program for OFW Reintegration (ELPOR), which helps former migrant workers rebuild their lives back home.

Who Received Help

The assistance was split between two programs under ELPOR:

  • 23 beneficiaries received support through the Expanded Livelihood Development Assistance Program (ELDAP)
  • 18 beneficiaries were assisted under the Enhanced Balik Pinay, Balik Hanapbuhay (EBPBH)

Both tracks are designed to give returning workers the capital they need to start or grow a small business.

More Than Just a Cash Handout

The release wasn’t a simple turnover. The DMW paired it with a Pre-Migration Orientation Seminar (PMOS), run by the Welfare and Reintegration Services Division (WRSD).

The session gave beneficiaries practical guidance they can pass on to their families, communities, and fellow OFWs, based on their own years working abroad. The idea is simple: those who’ve lived the migrant experience are in the best position to guide others.

Words From the Leadership

Regional Director Jhoaden G. Lucero reminded the group that even modest resources can build a secure future when used wisely. She urged them to invest the money in sustainable ventures that bring lasting income for their families.

RD Lucero also called the DMW their “Tahanan,” or home, and encouraged them to come back, not to say thanks, but to ask for more support.

“Balik kamo sa DMW, dili aron magpasalamat, kun dili, aron kamo matabangan nga mapromote ang inyong negosyo sa umaabot.”

In plain terms: return to the DMW not to express gratitude, but so the office can help promote your business down the road.

Assistant Regional Director Atty. Rex A. Tadena echoed the message, saying it’s both an honor and a joy to serve returning workers.

“Among dakong dungog ug kalipay ang magserbisyo kaninyo.”

The Bigger Picture

For these 41 workers, the goal is clear. DMW RO-VII wants them to turn their overseas experience and this seed money into something that lasts, while settling safely and meaningfully back into their communities.
