Philippines – Returning overseas Filipino workers with connecting domestic flights now have clearer rules on who can use the OFW Lounge at Ninoy Aquino International Airport — and for how long.
According to an official statement from the Overseas Workers Welfare Administration (OWWA), posted on its official page and available at owwa.gov.ph, the agency moved to settle confusion over lounge access after a returning worker shared a frustrating experience at NAIA Terminal 3. OWWA apologized for the added exhaustion and offered the clarification as a fix rather than a defense.
An On-Site Visit From the Top
OWWA Administrator Patricia Yvonne “PY” Caunan personally went to the Terminal 3 OFW Lounge, along with OWWA management, to watch operations firsthand. She spoke with OFWs on the ground, checked in with frontline staff, and made sure the updated guidelines would actually be followed once the doors reopen to the next batch of travelers.
Who Can Use the Lounge
The eligibility rule is now straightforward. Here’s how it works:
- You qualify if you arrive from an international flight and have a confirmed domestic connecting flight within 24 hours of your actual international arrival.
- The maximum stay is six hours per visit, so more OFWs get a turn.
- That 24-hour window is only for eligibility — it does not mean you can camp out for a full day.
- Extensions may be granted for medical needs, senior citizens, persons with disability, and other verified special cases.
Why the Limits Exist
The math explains the caps. Between 4,000 and 6,000 OFWs pass through NAIA every day, yet the Terminal 3 lounge seats only 216 people and Terminal 1 holds just 140. The six-hour rule keeps the space moving, especially for workers whose flights are about to board.
To manage crowds, OWWA runs a real-time online monitoring system that tracks how many seats are taken. Display boards outside each lounge show available slots before you even step in. When the lounge fills up, staff apply an orderly queuing system and tell waiting OFWs the current occupancy and expected wait time.
Bigger Fixes Ahead
OWWA said it will coordinate with New NAIA Infra Corp. to study ways to expand capacity and improve operations long term.
