Zamboanga, Philippines – Eleven people were intercepted, three alleged facilitators were arrested, and eight adult women were rescued during a joint anti-trafficking operation in Zamboanga City. Authorities carried out the interception on August 11, 2026, at around 3:50 PM along Crispin Atilano Street in Barangay Tetuan.
According to a statement from the Department of Migrant Workers–Regional Office IX (DMW IX), the operation was tied to suspected violations of Qualified Trafficking in Persons under Republic Act No. 9208, as amended by RA 10364 and RA 11862, along with Large-Scale Illegal Recruitment under Republic Act No. 8042, as amended by RA 10022. The eight women were reportedly being recruited for overseas jobs as domestic helpers.
Who Was Involved
Of the 11 individuals stopped, initial interviews pointed to three as alleged facilitators of the recruitment scheme. They were taken into custody. The remaining eight were identified as the alleged victims and were placed under protective care. Their identities and specific roles are still being verified as the case moves forward.
The Alleged “Madam” Figure
One of the three suspects reportedly went by the alias “Madam.” Authorities say she allegedly financed the recruitment activity and handed out allowances to the women. Investigators are still working to confirm the full details behind the operation before formal charges proceed.

What Happens to the Victims
Right after the operation, the eight women were turned over to the DSWD IX Processing Center for Displaced Persons (PCDP) in Barangay Mampang, Zamboanga City. There, they will undergo assessment, interviews, and receive the proper protective services.

DMW IX urged aspiring overseas workers to always check job offers, recruitment agencies, and employment deals through legitimate government channels before signing anything. The agency also called on the public to report suspected illegal recruitment and trafficking to the proper authorities, stressing that safe and legal migration remains the only path worth taking.
