MIAA Opens New Immigration Counters for OFWs at NAIA Terminal 3

On April 1, 2025, new Bureau of Immigration (BI) counters for overseas Filipino workers (OFWs) were officially opened at the Ninoy Aquino International Airport (NAIA) Terminal 3.

The introduction of dedicated counters for OFWs is part of the Manila International Airport Authority’s (MIAA) long-term plan to address the problem of overcrowding at the departure area. The initiative makes travel procedures faster and easier for OFWs.

Dedicated Immigration Counters for OFWs at NAIA T3

According to a Facebook post, initial works on the new counters were done by MIAA before the turnover of NAIA operations to the New NAIA Infra Corporation (NNIC). Every day, the new counters are expected to accommodate up to 2,400 OFWs, thus reducing waiting time and improving overall travel efficiency.

New Counters, Immigration Officers Added

Though there are existing immigration counters at NAIA Terminal 3, the new facility serves as an annex, adding six new counters. Three of these are fully operational, whereas the other three are being developed and set to operate soon.

Aside from the new counters, 25 additional immigration officers have been deployed to further hasten travel procedures. What’s more, a Department of Migrant Workers (DMW) Desk has been set up to help OFWs with immediate concerns, such as Overseas Employment Certificate (OEC) issues and other matters.

Hassle Free Immigration Experience for OFWs

“This project reflects our deep appreciation for OFWs’ sacrifices, affording them with a dedicated, hassle-free immigration experience,” explained Eric Jose Ines, General Manager of MIAA.

The new facility is adjacent to the OFW Lounge, which is managed by the Overseas Workers Welfare Administration (OWWA). Opened in July 2024, the lounge offers complementary food and drinks, resting areas, charging stations, Wi-Fi Internet, and assistance desks for OFWs. It can accommodate up to 200 passengers.

It may also be recalled that in 2024, an OFW Lounge was also inaugurated at NAIA Terminal 1, as a joint project of OWWA, DMW, MIAA, and the House of Representatives. Both lounges can be used by OFWs for free.
