More than a week after Midterm Elections 2019 in the Philippines, the Commission on Elections (COMELEC), which is sitting as the National Board of Canvassers (NBOC), has proclaimed 51 party-list organizations that won seats in the House of Representatives.
On Wednesday evening, May 22, the COMELEC announced the winning party-lists. Leading the race is the Anti-Crime and Terrorism through Community Involvement and Support (ACT-CIS) party-list, followed by BAYAN MUNA and AKO BICOL.
51 Party-Lists Win Seats After Midterm Elections
All in all, a total of 134 party-lists joined the Midterm Elections, Philstar.com reported. Groups that are able to get at least two percent of the total number of votes are entitled to at least one seat. Based on a second-round formula, these groups may get up to two more seats.
Nevertheless, party-lists that fail to reach two percent of the total votes may still get a seat, since the law mandates that 20 percent of the House of Representatives’ members should come from party-list organizations.
Based on official election results, ACT-CIS and BAYAN MUNA won three seats each, whereas the following party-lists won two seats each: AKO BICOL, CIBAC, ANG PROBINSYANO, 1PACMAN, MARINO, and PROBINSYANO AKO.
Meanwhile, 43 party-list groups won one seat each. Here are the winning party-list organizations, along with the number of seats they won:

Aside from announcing party-list winners, the COMELEC had earlier proclaimed the “Magic 12” or new senators of the Philippines in the morning of May 22.
